An Analysis of the Renewable Fuel Standard’s RIN Market

The Environmental Protection Agency’s (“EPA”) Renewable Fuel Standard (“RFS”) is intended to use market-based regulatory requirements to increase the use of renewable fuels. Under the RFS, regulated entities, known as obligated parties, must obtain credits, known as Renewable Identification Numbers (“RINs”), that represent various types of renewable fuel blended into the transportation fuels supplied in the United States. EPA establishes each year by regulation the amount of RINs the industry as a whole must obtain and retire, and also publishes annual percentage standards based on the Energy Information Administration’s projection of US gasoline and diesel demand.
