Sustainable Power Group (sPower) prepared this White Paper in response to the questions, comments, and concerns from Concerned Citizens of Fawn Lake and Spotsylvania County (CCFLSC) regarding sPower’s proposed Spotsylvania Solar Energy Center Project. The White Paper is structured in such a way that addresses each topic with information based on existing and collected scientific data, industry standards and practices, and project-specific details and information. This is the first of two White Papers that will be provided to CCFLSC. The second White Paper will address topics related to water use, hydrology, erosion and stormwater management, and other issues that were not addressed in the initial White Paper.
