Cost declines due to technology evolutions and rapid policy advancements have triggered new investments, leading to further capacity additions and price drops. In the case of solar PV, investors and governments have come to expect continuously lower capex. In recent years however, as the technologies have matured, the capex of solar and wind has declined at a slower pace and become subject to temporary supply chain hurdles, such as the past year’s escalating shipment costs, rising module prices and escalating steel costs.

Installed solar photovoltaic (PV) capacity has grown rapidly in the United States over the past decade, reaching nearly 74 gigawatts-AC as of the end of 2020. Approximately one-third of this capacity (28 gigawatts) is distributed PV, including residential, community, and commercial solar installations (Davis et al. 2021). A combination of technology cost declines, federal incentives, and state policy support have driven increased deployment and enabled more communities to access the benefits of PV. Increasingly, solar is playing an important role in local plans such as resilience planning, sustainability planning, and climate action planning.

North Carolina leads the United States in taking bold steps to address climate change and rising energy costs. Over the last two decades, the state has enacted a series of legislative, executive and regulatory actions to propel the state toward a clean energy future. These actions laid the foundation for landmark bipartisan climate legislation passed in 2021 known as House Bill 951 (HB 951) which requires North Carolina utilities to reach carbon neutrality by 2050. Simultaneously, North Carolina has invested heavily in diversifying its energy resource mix to include increased amounts of renewable energy sources. These investments have enabled North Carolina businesses to meet their sustainability goals while benefiting from some of the lowest energy costs in the country.

In the United States, commercial-scale offshore wind energy deployment is at an early stage with only 42 megawatts (MW) generating power; however, the domestic industry is poised for an exponential increase in new installations after the first large commercial projects advanced to the construction phase in 2021–2022. Over the past 20 years, offshore wind energy got a head start outside the United States with the help of coordinated European offshore wind energy incentives.
